Donald Fischer

With more than 30 years of experience in power distribution, generation, and energy engineering services, Mr. Donald Fisher delivers technical and advisory services on power sector reforms to the Government of Libya, the General Electric Company of Libya (GECOL), and the Renewable Energy Authority of Libya. Mr. Fisher provides detailed inputs, technical oversight and training for the development and implementation of the National Strategy of Renewable Energy and Energy Efficiency and has worked with GECOL to adopt an effective commercial loss reduction strategy, cost-of-service-based tariffs and financial strategy options to reduce government subsidies. He has practiced as a licensed Professional Engineer with Duke Energy, been Chair of Institute of Electrical and Electronics Engineers (IEEE SC31), and has advised utility companies Smart Grid, digital platforms, and other infrastructure activities in North America and the MENA region.
